Charles Haughey returned to power and, remarkably, implemented the fiscal discipline he had previously avoided. The Programme for National Recovery — a social partnership agreement between government, employers, and unions — began the long recovery from economic crisis. It was the quiet beginning of what would eventually become the Celtic Tiger.
